CBI Faces 7,229 Pending Corruption Cases, 409 Over 20 Years Old

New Delhi – A recent Central Vigilance Commission (CVC) report shows that more than 7,200 corruption cases investigated by the Central Bureau of Investigation (CBI) are still pending trial in Indian courts, with 409 of them awaiting judgment for over two decades. The report, released on December 31, 2025, highlights a growing backlog that could undermine public confidence in the justice system.

According to the CVC, 7,229 CBI‑related cases are awaiting trial. Of these, 1,612 cases have been pending for less than three years, 860 for over three but up to five years, and 1,901 for more than five but up to ten years. A further 2,447 cases remain open for more than ten but up to twenty years, while 409 cases have lingered for over twenty years. The report also notes that 739 cases have been pending for more than twenty years, 1,347 for more than fifteen but less than twenty years, and 3,161 for more than ten but less than fifteen years.

In addition to trials, the CVC’s annual report lists 14,083 appeals and revisions—including writ petitions—pending before high courts and the Supreme Court. Among these, 3,854 appeals have been pending for more than five but less than ten years, 1,987 for over two but less than five years, and 2,995 for less than two years. The longest pending appeals, 739, have been awaiting resolution for more than twenty years.

The CBI is also still investigating 473 corruption cases. Of these, 39 have been under investigation for more than five years, 37 for over three but less than five years, and 33 for more than two but less than three years. Additionally, 72 cases are pending investigation for more than one but less than two years, while 292 are less than one year old as of the report’s cutoff date.

The report emphasizes that the CBI is expected to complete investigations within one year of case registration, after which a chargesheet should be filed in a court where warranted. It cites several factors contributing to delays, including the time required to obtain responses to Letters Rogatory, verify documents and title deeds in disproportionate asset cases, provide relevant records to authorities, scrutinize voluminous records in economic offence and bank fraud cases, and locate witnesses in remote areas.

In 2025, the CBI registered 1,005 regular cases, preliminary inquiries, or Lokpal references. Among these, 161 were taken up on orders from constitutional courts and 27 on references from state governments and union territories. The agency also laid 265 traps to detect bribery and registered 81 regular cases for possession of disproportionate assets. Overall, 615 corruption‑related cases were registered in 2025, involving 855 public servants, and 654 cases were disposed of that year.

The CVC report also notes that 34 departmental cases are pending against CBI officers, including 21 against Group A officers and 13 against Group B and C officers. Eight of these cases have been pending for more than four years. The findings underscore the need for procedural reforms to reduce the backlog and ensure timely justice.

These figures highlight a systemic challenge within India’s anti‑corruption framework, calling for increased resources, streamlined processes, and stronger oversight to bring long‑delayed cases to resolution.
