One evening in early August, farmer Daniel Sizer received an urgent message from his local water board: "River levels are low but have recovered enough to allow one night of irrigation tonight."

Like many farmers in southern England, Sizer’s 300-hectare farm in Suffolk had received little rain in nearly three months. The Environment Agency had already restricted water withdrawals to protect wildlife, leaving crops like peas and wheat severely damaged.

"Half my crop is completely ruined," Sizer said. "There’s no water in the river."

While England has long experienced summer hosepipe bans, experts warn that climate change—combined with rising demand—could lead to a critical water shortage. By 2055, the country may face a daily shortfall of five billion litres, nearly enough to fill Wembley Stadium four and a half times.

The issue is particularly acute in England, where water demand has surged. In the 1980s, residents in England and Denmark used similar amounts of water. Today, England averages 136.5 litres per person daily, while Denmark uses just 97 litres.

Nicci Russell, managing director of the water efficiency group Waterwise, attributes the difference to changing habits. "We’ve doubled water use per person over the past 50-60 years," she said.

Nearly 60% of England and Wales’ water use comes from households. Russell suggests simple changes—like reducing shower time by one minute—could save nearly one billion litres daily by 2050.

However, public campaigns by water companies have had limited success. Will Willoughby, director of water supply at Wessex Water, acknowledged that distrust in the industry may be hindering progress. "Government-led messaging could help shift perceptions," he said.

Price is a key factor. Denmark charges £9.45 per cubic metre for water and wastewater, while England’s rates range from £4.21 to £7.06. Daniel Johns, managing director of Water Resources East, argues that England’s water is "too cheap," leading to wasteful consumption.

In Denmark, higher prices—originally introduced for sewage treatment—encouraged conservation. Schools educate children on water’s value, and households adopt efficient fixtures. England, however, lacks such systemic changes.

Businesses also contribute to water waste. While they account for nearly a third of supply, just 1% of companies use nearly half of that. Some receive discounted rates for high usage, though regulators are phasing this out.

Daniel Johns proposes stricter rules, such as banning data centres from using drinking water for cooling. "We should require them to use closed-loop systems," he said.

Leakage remains a problem, with 45 litres per person lost daily—about 20% of the system. Mandatory water meters, as in Denmark, could help detect leaks earlier.

Innovations like fibre-optic leak detection, tested in Kent, offer promise. When water leaks, it alters light signals in cables, alerting companies to problems.

Without urgent action—higher prices, stricter regulations, and smarter use—England risks running dangerously low on water in the coming decades.
