The Advanced Research Projects Agency–Energy (ARPA-E), a federal program supporting innovative clean energy technologies, remains intact despite efforts by the Trump administration to reduce its funding. Established in 2009, the Department of Energy initiative has distributed over $4 billion to universities and startups, fostering advancements in energy production.

A recent report by the National Academies of Science, commissioned by Congress, found that ARPA-E's investments have generated more than $20 billion in additional funding and over 1,400 patents. Projects funded by ARPA-E were significantly more likely to secure patents and additional investment compared to those that were not. Approximately 40% of ARPA-E grants led to a "crowding in" effect, where other companies replicated successful technologies.

The report recommends expanding ARPA-E's funding and shifting its focus from renewables and electric vehicles to more challenging energy problems. Early ARPA-E grants supported improvements in solar panels and lithium-ion batteries, technologies that have since become more affordable due to increased manufacturing. However, the report suggests that ARPA-E should now concentrate on areas like nuclear fusion, seasonal energy storage, and carbon-free methods for producing steel and cement, which together account for around 16% of global emissions.

Despite these recommendations, the Trump administration has proposed reducing ARPA-E's funding by nearly 50% in its budget request to Congress. Nonetheless, the Department of Energy continues to award grants for experimental technologies such as long-duration energy storage, fusion reactors, and critical mineral mining.

The administration's policies have, however, hindered the growth of the clean tech sector. For instance, Natron Energy, which received ARPA-E grant funding to develop sodium-ion batteries, announced plans in 2024 to build a $1.4 billion plant in North Carolina. Due to reduced private sector interest in electric vehicles following Trump's reelection, the company failed to secure investors and shut down last year.

Experts emphasize the importance of continued innovation to transition away from fossil fuels. "You need this sort of constant innovation to move us off the fossil fuel pathway," said Chris Bataille, a fellow at the Columbia University Center on Global Energy Policy. "We're talking about projects that will likely be profitable, but they're just not valued unless the government values them. There’s probably one-one-hundredth of the necessary money going into those."
